Mixed-income homes on a former industrial site, with 40 percent of trade hours from local residents.
The site carried decades of industrial use, and the soil had to be dealt with before anyone could live on it. The project committed to putting local residents to work, not just on paper but in real trade hours on the job. Market-rate and affordable homes had to be indistinguishable, built to the same finish and the same standard.
The approach.

- 01
Clean ground first
Contaminated soil was removed or capped under an approved plan, with air monitoring at the fence line throughout.
- 02
A hiring pipeline, not a quota
A pre-apprenticeship program with local partners trained residents and placed them with trade partners on the job.
- 03
One standard for every home
Affordable and market-rate units share the same layouts, finishes and mechanical systems, floor by floor.
- 04
Neighbors kept informed
Monthly meetings and a posted look-ahead told the block what was coming, from deliveries to noisy work.
The outcome.
“The best thing we built here was not on the drawings. It was the crews from down the street who learned a trade on this job.”
Project executive, MarkWester
